It’s one thing to investigate which vessel transferred oil to another vessel, but it is a completely different thing to investigate which vessel caused an oil spill. The list of candidates immediately shrinks as soon as you find out what the oily substance is. I’d rather wait.

UPDATE: In a situation such as this one where there's a lot of data coming in but no concrete suspect, it is better to wait for a lab test result in order to first identify the contaminant. Once we know what possible grade of oil or bitumen/tar it might be, it'll help narrow down
